, ,Job Description:
Eagle Technologies, Inc. is seeking a highly experienced and skilled Principal Investigator (PI) to lead the evaluation of multiple priority behavioral health programs for federal clients, including SAMHSA, CMS, and NIH. The programs focus on the prevention, treatment, and recovery services for substance use disorders and mental health conditions. As the PI, you will be responsible for the overall scientific and technical direction of the project, including evaluation design, instrument development, data analysis, and reporting. This role requires in-depth knowledge of behavioral health, substance use programs, and federal program evaluation standards.
Key Responsibilities:
- Lead and oversee all aspects of program evaluation, including design, implementation, and reporting, ensuring alignment with client objectives and priorities.
- Develop comprehensive evaluation designs tailored to substance use prevention, treatment, and recovery programs, including formative, process, and outcome evaluations.
- Design and develop valid, reliable instruments (e.g., surveys, interview protocols, assessment tools) for data collection, ensuring relevance to target populations and program outcomes.
- Manage and conduct the analysis of quantitative and qualitative data to assess program effectiveness, outcomes, and impact.
- Prepare and present detailed evaluation reports and findings to the client and stakeholders, ensuring high-quality deliverables that meet federal standards.
- Collaborate with project staff, including Co-PIs, research associates, data analysts, and other stakeholders, to ensure timely and accurate project completion.
- Oversee the protection and confidentiality of Personally Identifiable Information (PII) and maintain adherence to federal confidentiality requirements (42 CFR Part 2) and human subjects protection regulations (45 CFR Part 46), ensuring all research and evaluation activities align with ethical and legal standards.
- Serve as the primary point of contact with the client for all program evaluation-related matters.
- Manage OMB package development and submission, ensuring data collection and reporting comply with OMB standards and PRA requirements, while delivering on client expectations and contractual obligations.
- Provide guidance on continuous improvement opportunities and evidence-based recommendations to enhance program performance.
- Lead the design, interpretation, development, and execution of research studies related to substance abuse and mental health treatment.
- Author and prepare reports, data briefs, executive summaries, technical assistance tools/products, peer-reviewed articles, and other materials summarizing research findings.
- Lead and participate in conferences, national webinars, and presentations to share insights and findings on substance abuse and mental health treatment with diverse audiences.
- Perform quality control on research results produced by other team members to ensure accuracy and reliability.
- Assist in managing client relationships by understanding their needs, managing expectations, and fostering long-term partnerships, including involvement in business development activities.
Qualifications:
- PhD in Public Health, Behavioral Health, Health Policy, Epidemiology, Evaluation, Social Sciences, or a related field.
- Minimum of 6-8 years of experience in program evaluation, particularly in behavioral health, substance use disorder programs, or federal behavioral health projects.
- Proven experience with evaluation design and instrument design (e.g., surveys, focus groups, cognitive testing, observational tools) for program evaluations.
- Knowledge of and experience with substance use prevention, treatment, and recovery programs.
- Strong background in qualitative and quantitative data analysis and hands-on experience using relevant statistical software (e.g., SAS, Stata, NVivo).
- Demonstrated ability to lead multidisciplinary teams and manage complex, cross-site and nation-wide evaluation projects.
- Excellent written and verbal communication skills, with experience preparing reports and presentations for federal clients.
- Familiarity with SAMHSA program requirements and federal evaluation guidelines.
- Strong understanding of federal regulations, including confidentiality protections (42 CFR Part 2) and human subjects research protections (45 CFR Part 46).
- Previous experience working with federal agencies, particularly SAMHSA, is highly desirable.
Preferred Qualifications:
- Previous experience managing evaluation projects for SAMHSA or similar federal programs.
- Experience with substance use disorder treatment and prevention programs.
- Strong relationships with stakeholders in the behavioral health field.
